To enable this means the buildsystem will build all the applications
as well as the libraries.
Applications are 'hub' / 'txVulcano' / 'indexer' etc.
Default this one is turned off.
The leveldb and univalue 3rd party libraries are not installed and
not needed by anyone outside of the Hub.
So move them there, making it easier for 3rd party usage.
These are technically static libs, but not in any way shared libs.
They are used solely only by this repo and really only by the hub.
Most important, no header files are installed and basically none of
the normal rules for reusable libraries are applied to these files.
We moved wallet and most other functionality to flowee-pay, this
component has actually never been shipped / packaged and any
server-GUI will likely look very different than this.

Also catch missing services for more complex searches
We did catch it on 'start()' which may not actually use a service that
was missing and only in a followup would the missing service be used.
So also catch the exception for missing service on the other event
handling methods.
This means that we now show a nice "setup needed" message to client when
a call is done that is not supported because of missing backing service.

Blockchain::Search: Clean a little and fix bugs
This follows the API docs on the utxoLookup() callback and we indeed
return back the blockheight/etc parameters even if the utxo is already
spent (represented by unspent=false).
